Relocation file · Form COA-1659 · Incomplete since 1962

The Florida Years

In 1962 Brian drove down to look at a basement in Cape Coral. He filed his change of address at a counter in Mid-Lotion on the way out of town, left line 4 blank, and told the clerk he would send the rest in when he knew. That was sixty-four years ago. The county still lists him at Parcel 1659-B. He is not at Parcel 1659-B.

He is on the loop. Eleven properties, one truck, thirty nights a circuit, and no room of his own anywhere on it, because every unit in the portfolio is occupied and has been occupied since the day it was acquired. So he sleeps in the utility room. Whichever one he is nearest.

Form COA-1659 — notification of change of address

Filed: 1962 · Filed by: the subject · Status: incomplete · Processing time to date: sixty-four years

The form has four lines and he completed three of them. Name. Former address. Effective date. All three in ballpoint, all three legible, all three correct on the day and correct now.

Line 4 reads NEW PERMANENT ADDRESS. It is blank. Beneath it is a box headed Is this move permanent? with two options. Neither is ticked. The form has been in the county file for sixty-four years in exactly the condition it was handed over.

The clerk who took it said he could send the rest in when he knew. She was lovely. She was sixty-nine. She was married. Her successor is also lovely, is also sixty-nine, and has the file out on the counter every February in case this is the year.

Because line 4 is blank, every document the county generates continues to place him at Parcel 1659-B, Mid-Lotion, Virginia. His mail goes there. His tax notices go there. His dental reminders go there, are opened by somebody who is not him, and are rescheduled to a Friday at 8 PM.

A permanent address is a thing you have to be sure about. I have never wanted to put the wrong one on a county form. — B.

Florida, in order

1962

Drives down to look at a basement in Cape Coral. Stops at the county counter on the way out and files COA-1659. Leaves line 4 blank. Says he will send the rest in when he knows.

1971

The itinerary is typed for the first time. Twelve legs. Eleven get driven. The twelfth is carried forward to the next printing, and the next, and every printing since, unamended.

1988

Hurley’s. Nine tables, a causeway, no sign. He asks what is good. The man says claws. He orders claws. He files a work order in the lot afterwards, because it was a trip in the truck, and trips in the truck get tickets.

1994

The season is entered on the property calendar as a blackout period for the first time. Reason of record: seasonal access restriction. Nobody has ever asked what the restriction is.

1996

A second ramekin appears in the truck. The office declines to comment on the second ramekin and has declined to comment for thirty years.

2004

The Ochopee closing ends with the words “and the cellar.” He reads the legal description aloud in full, acquires a cellar and a tenant, and then drives ninety-six miles to celebrate on his own, delighted, in a bib.

2011

Thistledown adopts a care plan for a member of staff. Copies are mailed to every Florida property on the loop. Four in total. One arrives in a padded envelope addressed to THE UTILITY ROOM.

2014

He brings a cooler to a Flamingo Reach association meeting to be polite. The meeting adjourns at item two. It has been in recess ever since. See below; everybody sees below.

2026

Leg twelve is carried forward for the sixty-fourth time. The itinerary goes to the print shop in January. The print shop no longer asks.

Finding of the 1998 diary audit

Auditor: a leasing agent, visiting · Duration: forty minutes · Conclusion: withdrawn

The agent asked whether he was seeing anyone. He said he was seeing all of them, on a schedule, and produced the schedule. She asked whether he ever went out. He said he went out constantly, and turned the book round so she could read Tuesday.

Tuesday held nine entries. A doorbell that rings early. A hum in the wrong key. A thermostat that cannot be moved. A draught that had shifted eight feet to the left. A blood pressure reading he had not scheduled and did not escape. And four more, of which two were at three in the morning, both from Virginia, both correct.

She noted that none of these were dates. He agreed that none of these were dates. He then explained, without being asked and at some length, that a date is an appointment at a stated hour with a person who is expecting you, and that he has roughly four hundred of those a week, and that the arrangement suits him.

The audit closed with no recommendations. The agent has sent a card every December since. He files the card.

Sixty-one thousand tickets and every one of them is somebody who wanted me to come over. I would not change a thing about it and I have not been asked to. — B.

“He is nine hundred miles away and he still picks up on the second ring at 3:14 in the morning — standing in a car park in a state I have never been to, with a pen already out.”

— Denise, Unit 4B, forty thousand tickets, none of them wrong

THE ORDER OF OPERATIONS

Author: Brian, property manager, 25 · Laminated: 1996 · Relaminated: 2019 · Reviewed by: nobody, and it shows

  1. Paper down first. The table gets covered before anybody sits. This is not optional and it is not a preference.
  2. Bib on before you sit. Standing. In front of everyone. A bib put on after the first claw is an admission.
  3. Claws before anything else. Bread is at the end. Bread at the start is a decision you make once.
  4. One strike. Seam side. Medium. Wooden mallet. If you need a second, stop and look at what you did.
  5. Butter is a temperature, not a sauce. The office holds no view beyond that and is not going to be drawn.
  6. Do not talk during the first claw. Talk during the second. The first one is not a conversation.
  7. Lemon in the finger bowl, not on the claw. Raised at a boil in 2003. Carried.
  8. Wash at the table. A man who goes to the sink halfway through has left the table, and the table notices.

Note to the room: this card is kept in the truck beside the other laminated card, which is about him and which he did not write. He has never noticed that he laminated a reply.

Points of order

Where does he actually live?

The county says Parcel 1659-B, Mid-Lotion, Virginia, because line 4 is blank and a blank line means nothing has changed. The itinerary says utility room, whichever one. Both documents are current, both are on file, and neither has ever been corrected against the other.

Has leg twelve ever been driven?

No. It has been printed sixty-four times, budgeted for sixty-four times, and allotted nine hundred miles and no return date on every copy. He is in Virginia every February the fifth for one day and back on the loop by Thursday, and he has never brought a bag. A day trip is not leg twelve. Leg twelve is the one where he stays.

Is he lonely out there?

The question was put to him once, in 1998, by an auditor going through his diary. He answered it at some length, without being asked twice, and the auditor closed the file with no recommendations and has sent a card every December since. It has not been raised again. There is a man in a car park at 3:14 in the morning who is delighted the phone rang, and nobody who has met him has ever come away worried.

What is the office’s position on the butter?

The office has no position on the butter. The office has two ramekins. The office has been asked to declare twice, in front of both parties, and on both occasions the office was eating.

Is he a problem at a seafood boil?

Yes. Universally, and on the record. He arrives with his own mallet in a canvas roll, he puts paper down over a table that already had paper on it, and he will explain the order of operations to a person who has been doing this since before he was hired, which is not possible, which he does not think about. He has never once been asked not to come.

Does anybody make him eat, or is that a figure of speech?

It is in section 2 of the care plan, it is item nine on the agenda, and it is a plate somebody puts down in front of the paperwork. He files a ticket about his own lunch, the kitchen takes the ticket off him, and the plate is there before the ticket is closed. The system has never failed. He has never worked out who runs it.
